How will things change with the revision of the Road Traffic Act?

(September 2026: How Will the Road Traffic Act Change?)

Regarding the Road Traffic Act changes taking effect in September 2026, the most significant shift for drivers is that the statutory speed limit on "residential roads" (local streets) will become 30 km/h.

This rule comes into force on September 1, 2026. What has changed?

Previously, the statutory speed limit on general roads without posted speed limit signs was 60 km/h. However, under the revised rules, "residential roads"—such as those in housing areas or along school routes—will have a statutory limit of 30 km/h even without signs, provided they lack: • a center line, • traffic lanes (lane markings), or • a median strip.

Specific examples

For instance, in a residential area near your home, if a road is narrow and lacks a center line, the limit is 30 km/h even without a sign. Conversely, roads with center lines or multiple traffic lanes remain subject to the previous rules (60 km/h unless otherwise posted).

Why the change?

The National Police Agency aims to reduce accidents involving pedestrians and cyclists in residential areas. This move addresses the fact that a relatively high number of accidents on local streets result in injuries to pedestrians and cyclists.

What happens if you violate the rule?

Exceeding 30 km/h on these residential roads constitutes a speeding violation. Examples of fines (administrative penalties) for standard passenger vehicles include:

• Exceeding the limit by less than 20 km/h: 9,000 yen, 1 point;

• Exceeding by 20–25 km/h: 12,000 yen, 2 points;

• Exceeding by 25–30 km/h: 15,000 yen, 3 points;

etc. Other important 2026 revisions In addition to the September changes, the following updates are also taking place in 2026:

• Introduction of a "blue ticket" system (administrative fines) for bicycle traffic violations;

• New rules regarding lateral clearance when automobiles overtake bicycles;

• Lowering the minimum age for obtaining a standard learner's permit (to 17 years and 6 months).

• For regular drivers, the most crucial takeaway is shifting one's mindset to the rule that "residential areas mean a 30 km/h limit." Even in the area around Fuji City, if you frequently drive through residential neighborhoods or near schools, you need to be careful not to instinctively drive at speeds of 40–50 km
